KIM Sethany

Kim Sethany has served in a senior leadership role within the Ministry of Education, Youth and Sport (MoEYS) of the Kingdom of Cambodia for more than a decade. From 2013 to 2023, she served as Secretary of State at MoEYS, where she provided strategic leadership and oversight of Early Childhood Education, School Health, legislation, decentralization and deconcentration, information and communication technology, digital education, and gender mainstreaming in the education sector. In August 2023, she was promoted to Permanent Secretary of State of MoEYS, a role in which she continues to guide key reforms and sector-wide initiatives.

She is the Permanent Deputy Chair of the Cambodian National Committee for Early Childhood Care and Development (NC ECCD), established in 2014. In this capacity, she plays a leading role in coordinating policy and programme implementation among eleven sectoral ministries and development partners working in early childhood care and development. During the COVID 19 pandemic, she was actively involved in the education sector’s response. She was appointed Permanent Deputy Chair of the Inter Ministerial Committee on School Health, helping to ensure safe and inclusive learning environments nationwide.

She holds a Doctor of Philosophy in Education Management from the National Institute of Education of Cambodia (2025), a Master's Degree in Public Administration and Policy from Western University (2011), and a Bachelor's Degree in Public Law (2000). She has completed extensive executive training in public leadership and governance at leading institutions, including the Royal School of Administration, Nanyang Technological University (Singapore), the University of Pennsylvania, and Harvard University (USA).

Beyond her formal studies and executive training, she has also represented Cambodia at numerous international conferences and high-level dialogues on education development, contributing to global exchange on early childhood education, digital transformation, gender equality, and education policy reform.
