Winnie KANG

Winnie Kang has assumed the post of Commissioner for Rehabilitation since September 2025. She is responsible for the overall development strategy for rehabilitation policies and programmes. She works closely with government bureaux/departments, public bodies and NGOs on the implementation of the United Nations Convention on the Rights of Persons with Disabilities and the Persons with Disabilities and Rehabilitation Programme Plan; coordinates cross-bureau issues pertaining to the rights and well-being of persons with disabilities, including empowerment of persons with disabilities, promotion of an inclusive community and various measures on rehabilitation services, barrier-free environment and employment of persons with disabilities etc; and oversees welfare matters related to mental health, enhancement of medical-social interfaces and coordinates multipartite efforts and initiatives to strengthen support to carers of vulnerable households.

She joined the Government of the Hong Kong Special Administrative Region as an Administrative Officer, and served in various bureaux and departments for over two decades. She had worked on a wide range of policy portfolios, including housing, environmental protection and greening, food safety and environmental hygiene, tourism, welfare and women affairs, education, planning and lands, economic and trade promotion, mainland and external affairs. Prior to joining the Labour and Welfare Bureau as Commissioner for Rehabilitation, she was the Deputy Secretary for Security overseeing matters related to nationality and right of abode, visa policy, immigration control and facilitation, development and operation of cross boundary control points, registration of persons, and assistance to residents in distress outside Hong Kong.

She holds a Bachelor’s degree in Business Administration from the Hong Kong University of Science and Technology.
