About

Edmond Lau is an experienced public servant. He served as an Administrative Officer in the Government of the Hong Kong Special Administrative Region for ten years, before taking up senior management roles at the Hong Kong Monetary Authority (HKMA). He was Deputy Chief Executive of the HKMA prior to his retirement in 2023. He has extensive exposure to a wide range of complex public policy areas, including land development, social welfare, banking regulation and financial markets. He is currently the Chief Executive Officer of SAHK, a large and well-established rehabilitation services non-governmental organisation in Hong Kong.

He holds a Bachelor’s degree in Economics and a Master of Social Work degree, both from The University of Hong Kong. His past achievements include the development of Tseung Kwan O New Town, the review of the Banking Ordinance, banking sector reform, maintenance of the Linked Exchange Rate System during the global financial crisis, establishment of the Government Bond Programme (including the introduction of iBond, Silver Bond and Green Bond), and the successful launch of the public-sector Life Annuity Scheme.
