Charlie Chan leads Caritas Youth and Community Service in Hong Kong. With over 30 years of experience in youth and community work, he has deep expertise in supporting disadvantaged adolescents, young adults, and vulnerable groups throughout the city.
He also promotes poverty alleviation and community-based programmes for grassroots communities. His work includes health advocacy, such as supporting the health of cleaning workers. He has advanced community projects, such as community supporting rooms, that provide subdivided flats with shared facilities, social support, and stronger neighbourhood ties.
Under his leadership, Caritas Youth and Community Service blends innovative methods into social work. He has developed programmes for at-risk youth, teenage mothers, hidden drug users, and young sex workers. He introduced harm reduction services and the Cyber Youth Outreach Support Team, expanding support for youths facing complex challenges and boosting Caritas’ impact.
He has launched projects to help former sex workers start social enterprises and empower Pokfulam villagers to promote their cultural heritage. He also serves on other NGO boards, sharing his expertise to improve governance and service.
Most recently, he began supporting a B Corp in building global direct-trade partnerships while exploring faith-based investments to align social impact with sustainable economic development.
